The report details three methods the club used to keep liabilities off its balance sheet. The first, under Charge 1(B), concerns a manager. The club violated Premier League Rules P.7 and P.8, which govern the content of a head coach's employment contract.

A substantial portion of the coach's compensation wasn't in his employment contract but in a consultancy agreement between third parties. Abu Dhabi United Group (ADUG), City's owner, provided the £8.866 million funding. The Commission deemed these agreements a "sham," that the club understated its expenses by this amount, and that City "clearly intended to circumvent the PL Rules."
This arrangement covered four seasons. Mancini managed City from December 2009 to May 2013.
No Personal Findings Against Mancini in Manchester City Case
Two key points emerge: the Commission's findings are against the club, not Mancini personally. He was not a party to the proceedings, and the published document makes no personal judgment about him. All names are redacted.
Furthermore, Mancini stated on Sunday, "I don’t think Manchester City were found guilty, quite the opposite." The decision, however, reads: "We find the Charges set out above proven to the requisite standard."
Manchester City is expected to appeal, and sanctions are yet to be determined.
